Regular lawmaker talks with Japan and South Korea

Within 180 days of enactment, the State Department would seek a deal with Japan and South Korea to set up a formal dialogue among lawmakers. If they sign it, Congress would name a U.S. group of up to 8 Members, with two picks each by the four party leaders. At least one pick in each pair would need to serve on the Foreign Affairs or Foreign Relations committee. Members would serve two-year terms, and leadership would rotate between the House and Senate every two years. The group would seek to meet at least once a year in the U.S., abroad when Congress is not in session, or online, and may include other countries by mutual agreement. It could accept gifts or donated services or property with House and Senate Ethics approval. When funded, it would file a yearly spending report, and the chair’s certification would be final for audits.
