Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Tax credit for New York City congestion tolls

If enacted, you would be able to claim a federal tax credit equal to the total congestion tolls you paid for trips where you used a qualifying crossing right before entering the Manhattan zone. Qualifying crossings would include the Holland Tunnel, Lincoln Tunnel, George Washington Bridge, and similar entries into the zone. The zone would cover Manhattan at or south of 60th Street, excluding the FDR Drive. If you claim this credit, you would need to reduce any other tax deduction or credit for the same tolls by the credit amount. This would apply to tax years that start after the bill is enacted.

New York transit grants tied to toll credits

If enacted, the U.S. Transportation Secretary would not be able to award certain federal capital grants to the MTA for New York projects unless drivers who enter the Manhattan congestion zone via listed crossings get a credit against the congestion toll equal to the pre-entry crossing toll. On the first day any congestion toll is charged, the George Washington Bridge would be treated the same as the Henry Hudson Bridge for this rule. This condition would apply to grants awarded on or after the first day the congestion toll is charged.
