Limits on state gas-car bans

This bill would limit how states can restrict new gas cars. EPA would be blocked from granting or using Clean Air Act waivers for state rules that directly or indirectly limit the sale or use of new internal-combustion vehicles. “Internal combustion engine” would be fixed to the federal definition as of January 1, 2023. EPA would not be able to treat state standards changed after enactment as covered by older waivers, and would have to revoke any waiver granted between January 1, 2022 and enactment if it violates this rule. If passed, this could keep new gas cars available in more states, while limiting some state clean air policies.
