Manned Aircraft Clarification Act
Sponsored By: Representative McGuire, John J. [R-VA-5]
In Committee
Summary
Limits criminal penalties for destroying aircraft to manned aircraft and related facilities. The Manned Aircraft Clarification Act would add the word "manned" into 18 U.S.C. §32 and 49 U.S.C. §46502 so the destruction and aviation piracy penalties apply only to manned aircraft and associated facilities, excluding unmanned aircraft from those specific federal offenses and updating the chapter cross-reference.

Federal aircraft crimes limited to manned planes
The bill would narrow two federal crimes to cover only manned aircraft: destroying an aircraft and aircraft piracy. Drones and other unmanned aircraft would not be covered by those crimes. Prosecutors would need to use other laws for drone incidents. Pilots and facilities tied to manned flights would still be covered. If enacted, these changes would take effect upon enactment.
