- VA schedulers and non-VA providers: Schedulers would use an IT system to view, search, and sort appointments by type, location, and date, send referrals and authorizations directly to non-VA clinicians, and complete mandatory training within 180 days; the Secretary must carry out outreach to recruit community providers.
- Oversight and timing: The Secretary would provide semiannual reports for 3 years on provider participation, appointment counts, wait-time comparisons, cancellations, and no-shows, and must implement the electronic process within 2 years; the Act also extends certain monthly payments' allowable period from January 31, 2033 to May 31, 2033.

Online scheduling for VA and community care
If enacted, VA would launch an online system within 2 years to schedule VA and community care visits. Schedulers would see openings by care type, place, and date; book visits; and send referrals to non-VA providers. Every VA medical center would be required to use the named scheduling tool starting at enactment. The VA would set benchmarks in 60 days, guidelines in 90 days, training in 180 days, and outreach in 90 days. The VA would report first at 6 months after enactment and then every 6 months for 3 years.
VA pension date moved to May 2033
If enacted, this would change a VA pension rule date from January 31, 2033 to May 31, 2033. This would give affected veterans four more months under that payment limit.
