Blocks NYC downtown congestion tolls

The Secretary of Transportation would not be allowed to set up or keep a congestion toll for New York City’s Central Business District under a federal pilot program. If enacted, drivers and businesses would not pay cordon fees under that program when entering the area. This would apply only to the NYC CBD tolling program and would not change other tolling authorities. It would take effect upon enactment.
