Sponsored By: Representative Khanna, Ro [D-CA-17]

Breaking monopolies to lower brand-name drug prices. The bill would set a government-wide framework to identify brand-name drugs priced far above international benchmarks and to remove exclusivities so open, non-exclusive licenses and waivers speed generic and biosimilar entry.
Show full summary
- Patients and families: Would aim to make drugs more affordable by fast-tracking generics and biosimilars when a drug is flagged as excessively priced.
- Brand manufacturers: Would face removal of government-granted monopolies in some cases and would be required to offer non-exclusive licenses with reasonable royalty payments. The bill would also mandate price reporting and allow penalties for noncompliance.
- Transparency and competition: Would create a public pricing database and annual congressional reports, prohibit anticompetitive behavior around licensing, and set definitions and processes across eight sections to guide enforcement.
