No Resettlement Without Representation Act
Sponsored By: Representative Mace, Nancy [R-SC-1]
Introduced
Summary
Shifts final control over refugee admissions to Congress and gives states a veto over resettlement. This bill would require the President to send annual refugee admission recommendations and would bar any admissions until Congress enacts a joint resolution setting that year's numerical limit. It would also force federal resettlement officials to notify states and stop placements when a governor objects.

- Families and refugees: Refugee admissions would be conditioned on a presidential recommendation plus a congressional joint resolution that sets the annual numerical cap. This makes each fiscal year's admissions subject to a congressional decision.
- States and governors: State chief executives must get a notice at least 30 days before resettlement and can communicate refusal. If a state does not accede, federal agencies may not place refugees there or coordinate resettlement in that state.
- Congress and federal agencies: Congress would set yearly refugee ceilings through joint resolutions rather than relying on executive determinations. Federal agencies would be required to follow those congressional limits and the new state-consent rule.
