In Committee

Summary

This bill would create a 10% set-aside for farm-to-market road projects and expand which rural counties can receive Rural Surface Transportation grants. It would define "covered counties" by agricultural output, add a "farm-to-market road" definition, and require an annual USDA–DOT list with Consumer Price Index adjustments.

  • Farmers and rural shippers: More federal grant opportunities for roads that connect farms to markets, aimed at easing transport of crops and livestock.
  • High-production counties: Counties with at least $1.0 billion in annual agricultural production and $500,000 per square mile would qualify as "covered counties." Those dollar thresholds would be adjusted yearly using the Consumer Price Index.
  • Federal program and funding: The Department of Transportation, in consultation with the Department of Agriculture, would publish and update an annual list of eligible counties and reserve 10% of program funds each fiscal year for farm-to-market road projects.

10% of grants for farm roads

If enacted, 10% of Rural Surface Transportation grants would be reserved for projects on farm‑to‑market roads. A farm‑to‑market road would mean a road inside a covered county. A covered county would need at least $1,000,000,000 in yearly farm sales and at least $500,000 per square mile. These amounts would update each year with inflation (CPI). The Transportation Secretary, with the Agriculture Secretary, would publish and update the covered county list every year. Grants under this set‑aside could be any size.
