Locally Led Restoration Act of 2025

Sponsored By: Representative LaMalfa, Doug [R-CA-1]

Introduced

Summary

Expands local and private roles in forest stewardship while raising the public notice threshold for timber sales. This bill would let more private and public entities propose stewardship contracts for hazardous-fuel removal and would increase the dollar threshold that triggers timber-sale advertising and index it for inflation.

Show full summary
  • Communities and local partners: More private persons and other public or private entities would be able to propose stewardship contracting projects focused on removing vegetation. Those projects would have to include vegetation removal and at least 10% salvage of wildfire kill, beetle kill, or dead or dying material.
  • Forest managers and contractors: The Forest Service Chief and the Bureau of Land Management Director would get a 120-day response window for proposals and could initiate required environmental reviews within 120 days. Any contracts must be awarded on a best-value basis and cannot occur in wilderness, inventoried roadless areas, or where vegetation removal is barred by law, and the Comptroller General would report on proposals, contracts, and acres treated over a 5-year period.
  • Timber sellers and buyers: The timber-sale advertising threshold would rise from $10,000 to $55,000 and the amount would be adjusted annually for inflation using the Consumer Price Index.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

More access, new limits on forest contracts

Small businesses and other groups would be able to propose stewardship projects to the Forest Service or BLM. The agencies would post calls for proposals at least once each year and reply within 120 days. They could start environmental review within 120 days of a submission. If a non‑Federal proposal removes vegetation, at least 10% would need to be salvage (wildfire kill, beetle kill, or dead/dying material). Awards would be best value and could not occur in Wilderness areas, inventoried roadless areas, or where Federal law bans removal. Agencies would still be free to decline a contract.

Higher threshold to advertise timber sales

This bill would raise the trigger to advertise a National Forest timber sale from $10,000 to $55,000. Starting the first year after enactment, the $55,000 amount would be adjusted each year for changes in CPI‑U. Small timber sales under the new limit would usually not need advertising, unless extraordinary conditions apply.
