No Hires for the Delinquent IRS Act
Sponsored By: Representative Rouzer, David [R-NC-7]
Introduced
Summary
Would bar new IRS hires until the Treasury Secretary publicly certifies in writing that no IRS employee has a _seriously delinquent tax debt_. The bill would make that written certification a precondition to extending any offer of IRS employment. It defines a seriously delinquent tax debt as a tax liability with a notice of lien filed under section 6323, but excludes debts being paid under an installment agreement or offer-in-compromise, debts with a pending collection due process hearing or a request for innocent spouse relief, debts subject to levy or where an applicant agrees to be subject to levy, and debts released from levy for economic hardship.

No IRS hiring until tax‑debt check
This bill would pause all new IRS job offers. No offer could be made until the Treasury Secretary publicly certifies that no IRS employee has a seriously delinquent tax debt. A “seriously delinquent” debt would mean a tax debt with a filed federal tax lien. It would not include debts on a timely payment plan, debts in a pending appeal or spouse relief request, debts already under levy (or where you agree to a levy), or debts given hardship relief. If enacted, this could delay hiring for IRS applicants and hiring staff until the certification is issued.
