Introduced

Summary

Establishes a five-year TRICARE pilot to provide continuous glucose monitoring (CGM) to certain active-duty members. It would test whether real-time metabolic tracking improves individual health and overall force readiness and would require participation for members rated Partially Medically Ready or Not Medically Ready under the Individual Medical Readiness program.

Show full summary
  • Active-duty members: Service members diagnosed with prediabetes, type 2 diabetes not on insulin, gestational diabetes, or who are overweight or obese would receive CGMs and must participate if they are Partially Medically Ready or Not Medically Ready.
  • Military clinicians and training: The Secretary would provide in-person training and shared educational resources for medical staff and give participants metabolic health education and services aimed at improving readiness.
  • Data limits and protections: CGM data could be used only to run the pilot, provide health care under chapter 55 of title 10, or carry out the Individual Medical Readiness program, and could not be used to separate or discharge a member under chapter 61.
  • Vendor rules: Non-government entities supplying CGM tech or services may not retain rights to or keep members' health information beyond the pilot's authorized uses.
  • Oversight and reporting: The Comptroller General must report at 3 years comparing IMR readiness rates between 2025 and the pilot's third year and offer recommendations. Within 5 years both the Comptroller General and the Department of Defense must report on the pilot's effectiveness, impact on force readiness, and whether to extend it.

Glucose monitor pilot for active-duty members

The Defense Department would run a five-year TRICARE pilot to give continuous glucose monitors to certain active-duty members. You could qualify if you have prediabetes, type 2 diabetes without insulin, had gestational diabetes, or are overweight or obese. If you are covered and marked Partially or Not Medically Ready in the Individual Medical Readiness (IMR) program, you would have to participate. Your pilot health data would be used only to run the pilot, for your care, or for IMR—not to separate or discharge you; private vendors could not keep your data. The department would provide metabolic health education and train military medical staff, and GAO and DoD would report after three and five years.
