Exported Carbon Emissions Report Act of 2025

Sponsored By: Representative Casten, Sean [D-IL-6]

Introduced

Summary

Creates annual EPA reports comparing domestic and exported carbon dioxide and methane emissions. The bill would require the EPA to calculate and publish, for each of the previous 10 years, total CO2 and methane released inside the United States from extraction through use and total emissions released outside the United States from leakage and combustion of fossil fuels produced or refined in the United States.

  • Policymakers: Provides yearly, comparable data covering the prior 10 years on CO2 and methane tied to U.S. fossil fuel production and exports to inform policy analysis.
  • Energy companies and reporters: Directs the EPA to rely on the best available science, direct monitoring, and disclosures from other governments, and to follow established international greenhouse gas accounting standards, which raises transparency expectations for emission data.
  • Public and international audiences: Requires the EPA to consult the Energy Information Administration and the International Energy Agency and publish the results on the EPA website, making exported-fuel emissions visible and internationally comparable.

EPA would report U.S. and exported emissions

If enacted, this bill would require EPA to collect and publish emissions data within 180 days, then each year. The reports would cover the previous 10 calendar years. They would include carbon dioxide and methane from fossil fuels used inside U.S. borders, including territories. They would also count emissions abroad from leakage and burning of fuels made or refined in the U.S. and exported. EPA would use the best science, follow international greenhouse-gas accounting standards, and consult the Energy Information Administration and the International Energy Agency. The data would be public on EPA’s website. For this section, “fossil fuel” would mean coal, oil, and natural gas.
