Duty-free imports for bicycle parts
If enacted, this bill would create a temporary duty-free tariff heading (9903.87.11) for specified bicycle parts. The duty-free treatment would begin on the date of enactment and last 10 years. Only parts in an explicit list of 8-digit tariff headings would qualify. Importers would have to certify at entry to U.S. Customs and Border Protection that parts are for assembly or manufacture into complete bicycles, tricycles, electric bikes, or bicycle trailers. They would also need to give documentation when final assembly is complete. Parts entered under this heading would be excluded from additional section 301 duties while claimed. CBP could make rules to administer the heading, and the U.S. International Trade Commission would report in 5 years on progress toward goals of 2,000,000 bicycles in 5 years and 5,000,000 in 10 years.
