- Immigration enforcement: A new trust fund, Section 9512, would be set up to receive appropriations equivalent to taxes the Treasury collects under chapter 35. Funds may be used only for ICE's operations and support account for enforcement, detention, and removal.
- Treasury and Congress: The Department of the Treasury would hold and credit the fund under section 9602(b). Spending from the fund is limited to amounts Congress approves in appropriation Acts.
- Statute and findings: The bill inserts Section 9512 into the tax code's table of sections and includes findings and cost assertions that do not themselves create or change programs or funding obligations.

Excise taxes to fund immigration enforcement
This bill would create a Border Enforcement Trust Fund in the U.S. Treasury. Money equal to certain federal excise taxes collected after enactment (tax code chapter 35) would go into the fund. Congress would still need to approve spending through appropriations. The money could only support U.S. Immigration and Customs Enforcement for enforcement, detention, and removal operations under its operations and support account.
