- Construction consultants can still provide inspection services but only under temporary contracts that end no later than 12 months after the contract award.
- The Department of Transportation must make those annual exception reports available to the public on its website, increasing visibility into when and why agencies use consultants.

Public employees to inspect highway projects
This bill would require state and local transportation agencies to use government employees to inspect construction on federal-aid highway projects, including design-build and two-phase projects. Construction inspection would include construction engineering, contract administration, on-site quality checks, materials testing, and resident engineer duties to accept or reject work. If an agency lacks adequate staff, it could hire consultants temporarily for no longer than 12 months after the contract award. Agencies using consultants would have to report at least once each fiscal year to the Secretary what work consultants did and why, and the Department would post those reports online.
