Show full summary
- Charitable organizations and think tanks would have to report, for each foreign government, foreign political party, or entity tied to a foreign country that gave more than $10,000 in a year, the name of the source and the aggregate amount.
- The IRS would publish those reports in a searchable public database and explicitly identify amounts received from the People’s Republic of China, the Chinese Communist Party, or entities they direct, control, finance, or subsidize.
- The bill relies on existing Foreign Agents Registration Act definitions and cross-references Title 10 to define covered entities, and the reporting rule would apply to returns filed for taxable years beginning after enactment.

Nonprofits would disclose foreign funding
If enacted, many tax‑exempt nonprofits would face new reporting rules. Groups that file annual returns would need to list each foreign government, foreign political party, or covered foreign‑controlled entity that gave over $10,000 in a year, plus the total amount. The Treasury would post this data and the group’s name in a public, searchable database. The database would show yearly totals from the People’s Republic of China, the Chinese Communist Party, and related entities. These rules would apply to returns for tax years that begin after enactment.
