No taxpayer funding for United Nations Human Rights Council Act

Sponsored By: Representative Roy, Chip [R-TX-21]

Introduced

Summary

Blocks U.S. funding for the UN Human Rights Council. This bill would require the Secretary of State to withhold from the U.S. regular United Nations budget each year an amount equal to the share the UN allocates to the Human Rights Council and would bar any voluntary U.S. payments to the Council.

Show full summary
  • U.S. contributions: The Secretary must withhold each fiscal year a proportional share of the U.S. regular-budget contribution tied to the Council and those withheld funds are rescinded rather than treated as arrears.
  • United Nations and the Council: The measure would reduce or eliminate U.S. financial support for the UN Human Rights Council by cutting both the linked portion of the regular budget and any voluntary U.S. contributions.
  • Executive role: The Secretary of State is given the authority to determine the percentage and carry out the withholdings, and the withholding is effective despite other laws.

*Would reduce federal spending on the United Nations Human Rights Council by withholding and permanently rescinding the proportional share of annual UN regular-budget contributions.*

Block U.S. payments to U.N. Rights Council

If enacted, the Secretary of State would withhold part of the U.S. annual payment to the United Nations regular budget. The withheld amount would equal the share the Secretary decides goes to the U.N. Human Rights Council. Those withheld funds would be immediately rescinded and would not count as debt the U.S. must repay. The bill would also prohibit any voluntary U.S. payments to the U.N. Human Rights Council and would apply each fiscal year notwithstanding other laws.
