SPEED Act

In Committee
Summary
The SPEED Act would raise the dollar cutoffs that let small federal-aid projects use a streamlined environmental review under MAP-21, expanding which projects can qualify for a categorical exclusion. It doubles one threshold from $6 million to $12 million and another from $35 million to $70 million so more small projects may skip lengthy environmental reviews and paperwork.

Faster reviews for small infrastructure projects
If enacted, this would raise dollar limits that let some federally assisted projects skip extra environmental reviews. One limit would go from $6,000,000 to $12,000,000. The other would go from $35,000,000 to $70,000,000. This could speed approvals and cut paperwork for project sponsors and contractors, but some communities could see less detailed study. The change would take effect upon enactment.
