Congressional Review Reform Act of 2025
Sponsored By: Representative Schmidt, Derek [R-KS-2]
Introduced
Summary
Adds more time for Congress to disapprove agency rules. The bill would rewrite parts of the Congressional Review Act by striking and renumbering subsections and by redefining when and how a "joint resolution" to disapprove a rule can be introduced and worded.
Show full summary
- Lawmakers: Would work under a retooled disapproval process with a required joint-resolution template that must name the agency and the rule, changing the timing and format for congressional challenges.
- Federal agencies and rules: Would face a changed procedural flow because the bill removes a subsection and redesignates others, altering the labeling and sequence used when rules are reported and targeted for disapproval.

New rules for Congress blocking regulations
This bill would change how Congress votes to undo agency rules. Lawmakers could file a disapproval only after Congress gets the agency’s required report on the rule. The resolution would have to use set words: “That Congress disapproves the rule … and such rule shall have no force or effect.” It would also re-label some parts of the review law. It would not directly change household taxes or benefits.
