Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

National resource center for LGBTQI aging

If enacted, HHS would set up a National Resource Center on LGBTQI Aging. It could run by grant, contract, or direct operation. The center would train aging services, guide LGBTQI groups on older adults’ needs, and give resources to LGBTQI older people and caregivers. Each year, the Assistant Secretary would fund it, at least at the level the prior center had for 2026. HHS would set standards and reporting rules for the center.

New office and data on LGBTQI seniors

If enacted, the Administration on Aging would create an Office of LGBTQI Inclusion. The office would coordinate services, run and review grants, and promote access for LGBTQI older adults. It would study services needed and track discrimination in long-term care, and include those findings in required reports. Reports would also show how many people are LGBTQI. The Director would report to Congress every five years.

Broader protections and culturally responsive senior care

If enacted, the Older Americans Act would add LGBTQI status and HIV status to its definitions and protected groups. LGBTQI people would count within the law’s meaning of “minority.” The bill would also make culturally responsive services a national priority, with needs assessments, training, technical help, and research across in-home and long-term care. These changes would guide how aging programs plan and deliver services.

LGBTQI groups eligible for aging grants

If enacted, groups that serve LGBTQI people would be eligible for State and Community Programs on Aging grants. This could bring more local help, like meals, caregiving support, and outreach, to LGBTQI older adults. It would take effect upon enactment.
