Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Public report on gun dealer violations

If enacted, the Attorney General would send Congress a written report within 180 days and every year after. It would show monthly inspection counts and how many found at least one "serious violation." It would list licenses revoked, not renewed in lieu of revocation, or surrendered, with each business’s name, location, dates, and the violations found. It would explain when licenses were not revoked, including the Attorney General’s reasons, hearing reversals, and court reversals, with data by ATF field office. ATF would post the same report on its website the day it is sent. The bill would define "serious violations," including refusing inspections, illegal transfers, false records, ignoring trace requests, and failing to report thefts.

Watchdog study of ATF licensing

If enacted, the Government Accountability Office would review how ATF issues, inspects, and revokes gun dealer licenses. The study would check for system failures and uneven enforcement. It would examine when the Attorney General declined revocation despite willful violations, and how long revocations take by path. It would look at oversight of dealers during revocation proceedings. GAO would send Congress a written report within 1 year.
