In Committee
Summary
Cross-list harmonization across U.S. sanctions lists would speed and standardize how designations move between six major U.S. sanctions lists. The bill would set notification and review timeframes and require agency reports on compliance.
Show full summary
- Federal agencies that maintain any of the six covered sanctions lists must notify other list administrators within 30 days of a new designation, review the case within 30 days of notification, and decide within 90 days whether to add the person or entity to their lists.
- Individuals and entities added to one list could be considered more quickly for inclusion on up to six additional U.S. sanctions lists, increasing the chance of coordinated restrictions.
- Each agency must submit an unclassified report to the specified congressional committees within 1 year certifying compliance, describing deliberations, and listing instances where cross-listing added names. Reports may include a classified annex.

Coordinating federal sanctions lists
If enacted, the bill would require an agency that adds someone to one of six named U.S. sanctions lists to notify the officials who run the other covered lists within 30 days. The receiving officials would have to begin a review within 30 days of that notice and decide within 90 days whether to add the person or company to their list. Each agency that maintains any of the six lists would have to send an unclassified report to named congressional committees within one year; the report may include a classified annex. The six covered lists include OFAC's SDN list, the EAR Entity List (Supplement No. 4 to part 744), the DoD list under section 1260H, OFAC's NS-CMIC and Sectoral Sanctions lists, and BIS's Military End User List.
