Wild Horse and Burro Protection Act of 2025
Sponsored By: Representative Titus, Dina [D-NV-1]
Introduced
Summary
Phased elimination of aircraft use in wild horse and burro roundups. This bill would require the Secretary to phase out helicopters and fixed‑wing aircraft used for gathering wild free‑roaming horses and burros over a two‑year period and to equip any aircraft still used with cameras and public footage requirements.

- Animals: It would reduce helicopter and fixed‑wing gathering methods that the bill says can frighten and harm animals and limit public observation.
- Taxpayers: The bill cites past roundup costs including about $69.5 million since FY2012 and notes over $6 million paid to helicopter contractors in FY2022, arguing that cutting aircraft use would yield taxpayer savings.
- Agencies and contractors: BLM would phase down contracts for aircraft during the two‑year period and must include camera footage in roundup reports.
- Local jobs and alternatives: The Government Accountability Office must report within one year on humane alternatives, potential job creation from those alternatives, and aircraft effects on populations, and the report must include the marker <all>.
*Projected to reduce BLM helicopter‑roundup spending and save taxpayer dollars, according to the bill’s findings.*

Cameras on roundup helicopters and planes
If enacted, any helicopter or plane used to round up wild horses and burros would need cameras. The footage would be added to the agency's roundup report. This would start upon enactment.
End aircraft roundups of wild horses and burros
If enacted, the Interior Department would have two years to stop using helicopters and planes to round up wild horses and burros. The agency and its contractors would cut aircraft use each year until it ends. Trucks and other motor vehicles could still move captured animals. Any remaining aircraft use would have to follow the phase-down plan.
