Summary
Creates mandatory, public reporting on autonomous vehicle operations and incidents. Show full summary
- Manufacturers and operators would have to file monthly reports that include miles traveled on public roads broken down by make, model, model year, major software version, road type, state and county, and whether an occupant was present. Reporting rules would be issued within 90 days and Level 2 ADAS data would be limited to times the system was engaged or the 30 seconds before an unplanned stoppage, and the reports may not include personally identifiable information about a human driver.
- The bill would require reporting of any collision that injures a vulnerable road user or an occupant of another vehicle, plus detailed information on non-collision "unplanned stoppage" events that stop in a travel lane and need retrieval, manual intervention, or remote assistance. Reports must capture location, time, vehicle identifiers, environmental conditions, involvement of law enforcement or first responders, impacts on passengers and vulnerable road users, and elapsed times to resolution and intervention.
- The National Highway Traffic Safety Administration would be required to publish all submitted information and datasets on its website in machine-readable form starting 120 days after enactment, and after 10 years it may amend or reduce reporting frequency and scope while preserving the core reporting requirements.

New safety data rules for self-driving cars
This bill would require NHTSA to issue rules within 90 days. Covered manufacturers and operators would send monthly reports for the prior month. Reports would include miles driven by make, model, year, software version, road type, state and county, and if an occupant was present. They would also report injury crashes that affect others and any unplanned stoppage events, with time, precise location, conditions, involvement of police or transit, how it was resolved, and response times. For Level 2 driver-assist, data would be limited to when the system was on or the 30 seconds before a stoppage, and could not include a human driver’s personal info. NHTSA would post the data online in machine-readable datasets starting 120 days after enactment. The bill would also define who is covered, which vehicles are covered, and what counts as an unplanned stoppage; after 10 years, NHTSA could narrow the rules.
