Muslim Brotherhood Terrorist Designation Act of 2025
Sponsored By: Representative Diaz-Balart, Mario [R-FL-26]
In Committee
Summary
This bill would designate the Muslim Brotherhood and its affiliates as terrorist organizations and impose new immigration bans and sanctions. It pairs clear definitions of membership and branches with fast timelines for visa revocations, presidential sanctions, and annual reporting to Congress.
Show full summary
- People identified as Muslim Brotherhood members would be ineligible for visas, admission, or parole, and the bill allows immediate revocation of current visas based on credible evidence of membership.
- Organizations identified as Muslim Brotherhood branches would face designation as foreign terrorist organizations and as Specially Designated Global Terrorists, with financial and travel sanctions under Executive Order 13224. The President must impose sanctions on the Muslim Brotherhood within 90 days and on branches within 30 days after a positive report, and sanctions cannot be lifted for four years after a positive determination.
- The bill defines key terms, including "United States person" to cover U.S. citizens, permanent residents, foreign nationals residing in the U.S., and U.S. entities and their foreign branches. It requires an annual unclassified report to relevant congressional committees, with a possible classified annex, identifying branches and assessing whether they meet designation criteria.

3 provisions identified: 1 benefits, 2 costs, 0 mixed.
Annual report on Brotherhood branches
If enacted, the bill would require the Secretary of State to send a report to Congress within 90 days and then every year. The report must identify all Muslim Brotherhood branches, including those in the listed countries. For each branch, the report must say whether it is already designated and whether its activities meet the criteria for designation or may constitute grounds for designation.
Mandatory sanctions and visa bans
If enacted, the bill would require the President to impose sanctions on the Muslim Brotherhood within 90 days of enactment. The President would also have to impose sanctions on any branch within 30 days after each State Department report that gives a positive determination. Sanctions include designation as a foreign terrorist organization and blocking of property under Executive Order 13224, and sanctions on the Muslim Brotherhood could not be removed for four years after a positive report. The Secretary of State would have to make foreign persons the President finds are Muslim Brotherhood members inadmissible, deny visa benefits, and immediately revoke current visas based on credible evidence.
New legal definitions for Muslim Brotherhood
If enacted, the bill would add new statutory definitions for key terms used throughout the title. It would define 'Muslim Brotherhood', 'Muslim Brotherhood branch' (explicitly including Hamas and Lajnat al‑Daawa al‑Islamiya), 'Muslim Brotherhood member', 'foreign person', and 'United States person'. A branch could include organizations operating in a long list of named countries or any country the Secretary of State later identifies. These definitions would determine who could be designated, sanctioned, or face immigration limits.
