Preventive Health Savings Act
Sponsored By: Representative Obernolte, Jay [R-CA-23]
In Committee
Summary
Count long-term preventive health savings in congressional budget projections. This bill would add a rule to the Congressional Budget Act requiring the Director to determine, when formally requested by budget committee leaders and the committee with primary jurisdiction, whether proposed legislation would produce net reductions in federal outlays in the budgetary outyears through preventive health care.
Show full summary
- Lawmakers: Committees can request a description and an estimate of expected long-term outlay reductions for proposed preventive health measures.
- The Director: May include some or all of the budgetary outyears in projections even if those years fall outside the usual projection windows.
- Budgetary outyears and evidence: "Budgetary outyears" are defined as the two consecutive 10-year periods starting 10 years from the current fiscal year. "Preventive health care" is defined broadly and allows use of evidence from epidemiological projection models, clinical trials, observational human studies, longitudinal studies, and meta-analyses when estimating savings.
- Budget process: Any estimate produced under this rule is treated as a supplementary estimate and may not be used to determine compliance with the Congressional Budget Act or other budget enforcement controls.

CBO scoring of preventive health savings
This bill would require the Director of the Congressional Budget Office to determine, when formally requested by the chair and ranking member of the House or Senate Budget Committees and the committee of primary jurisdiction, whether proposed legislation would produce net reductions in federal outlays in long-run budgetary outyears through preventive health care. If the Director finds such net reductions, the Director would include in projections a description and an estimate of those reductions and explain the basis for the estimate. The Director could include some or all of the budgetary outyears even if they fall outside the usual projection time windows. The bill would define "budgetary outyears" as the two consecutive 10-year periods that start ten years after the current fiscal year. The bill would define "preventive health care" to include actions and proven interventions supported by credible, publicly available evidence such as epidemiological projection models, clinical trials, observational studies in humans, longitudinal studies, and meta-analyses. Any estimate created under this rule would be a supplementary estimate and would not be used to determine compliance with the Congressional Budget Act or other budget enforcement controls.
