Would block Cuba delisting from terror list

This bill would bar the President and Secretary of State from removing Cuba from the U.S. terrorism sponsor list until the President makes a determination under a 1996 law. It would define "state sponsor of terrorism" by pointing to existing laws the Secretary of State uses to make that call. If enacted, this could keep current sanctions, export limits, and some banking, trade, and travel-related restrictions in place. The bill does not add new funding or new sanction tools.
