60-day pause on foreign aid after U.S. disasters
This bill would pause non-defense foreign aid for 60 days after a disaster that the President declares under the Stafford Act. In that window, the State Department and USAID would not be able to obligate or spend money for bilateral, multilateral, or humanitarian foreign assistance. This would affect funding to foreign governments, international organizations, NGOs, and contractors. Congress could lift the pause only if it passes a joint resolution that becomes law. If enacted, this would take effect upon enactment.
