Local and tribal consent for waste sites

The Secretary of Energy would only be able to spend Nuclear Waste Fund money on certain repository work if local consent is in place. Spending would require a written, binding deal with the state’s governor, each affected local government, nearby local governments on the transport route, and each affected Indian tribe. The deal would have to be signed by all parties. It could only be changed or ended if everyone agrees.
