Sanctions on Russia-Crimea tunnel or bridge

The bill would require sanctions on any foreign person who helps build, maintain, or repair a tunnel or bridge linking Russia to Crimea. The U.S. could block their property and deals in the United States or handled by U.S. persons, and deny or revoke their visas. It would not block U.S. intelligence or law enforcement work, and would allow food, medicine, and other humanitarian transactions. The President could waive sanctions only after telling Congress 15 days before and saying it is needed for national security. Classified evidence could be shown to a judge in private, and violations would face standard IEEPA penalties. If enacted, these sanctions would start right away.
