Protecting Homeowners from Disaster Act of 2025
Sponsored By: Representative Brownley, Julia [D-CA-26]
Introduced
Summary
Restores the itemized tax deduction for unreimbursed personal casualty losses. The bill would repeal the provision that limited that deduction to losses tied to federally declared disasters for tax years 2018–2025 and would apply to losses sustained in taxable years beginning after December 31, 2024. Homeowners and other taxpayers who suffer uninsured or unreimbursed casualty losses could again claim those losses on their itemized returns under existing deduction rules.

Bigger tax deductions for disaster losses
If enacted, this would remove a tax code limit on personal casualty loss deductions. Homeowners and renters with qualifying disaster or casualty losses could deduct more of their losses, lowering taxable income. You would need to itemize your deductions to benefit. The change would apply to losses in tax years that start after December 31, 2024.
