Sponsored By: Representative Peters, Scott H. [D-CA-50]

In Committee

Summary

Makes PHMSA’s January 17, 2025 final rule on gas pipeline leak detection and repair take effect immediately upon enactment. The bill would ensure the rule’s leak detection and repair requirements apply without delay to the pipelines covered by that rule. It would also preserve the Secretary’s authority to issue later regulations that set standards more stringent than this rule or any other rule in effect at enactment.

Immediate leak rules for gas pipelines

If enacted, a PHMSA final rule on gas pipeline leak detection and repair (issued Jan. 17, 2025) would take effect on the day this Act is enacted. Pipeline operators would need to follow the rule right away, without delay. The Secretary of Transportation could later issue even stricter safety standards than this rule or any rule in effect at enactment. Communities near pipelines could see leaks found and fixed sooner, improving safety and cutting emissions.
