Bill Overview
Analyzed Economic Effects
2 provisions identified: 2 benefits, 0 costs, 0 mixed.
Delay digital reporting for Medicare ACOs
If enacted, HHS would delay the switch to electronic quality measures for Medicare Accountable Care Organizations (ACOs) until January 1, 2030. ACOs and their participants could keep using the CMS Web Interface, MIPS CQMs, Medicare CQMs, eCQMs, or other existing methods to meet requirements until then. They would not face penalties for not using eCQMs before 2030 if they stay compliant with those existing methods.
Pilot and standards for Medicare ACO reporting
If enacted, HHS would start a pilot by January 1, 2026 to test digital quality reporting with ACOs that apply. Pilot participants would get technical help and waivers, be exempt from mandatory eCQM reporting during the pilot, and still be eligible for existing incentive payments and payment adjustments. HHS would report results to Congress by January 1, 2028. The bill would also require HHS to set national digital reporting standards by January 1, 2030, with input from NCQA, EHR vendors, ACOs, payers, and physician groups. The standards would need to work across all EHRs used by ACOs and across different practice sizes, specialties, and locations.
