Highway safety funds for blue envelopes
If enacted, states and local agencies could use federal highway safety funds for "blue envelope" projects. These projects help drivers who have trouble speaking communicate with police during traffic stops. Projects would still need to meet Highway Safety Improvement Program rules. The bill does not add new funding.
