  • Lessees: Qualifying lessees can receive one non-competitive lease extension without a new bid. Any further extension must be preceded by a competitive bid or request for proposals.
  • Park managers and the National Park Service: The Director keeps discretion to approve extensions that serve a unit’s purposes and must ensure the cumulative lease length follows Part 18 of title 36, Code of Federal Regulations as in effect on Jan 3, 2025.
  • Rules and incentives: The Secretary must revise Part 18 within 90 days to reflect this authority, creating an optional pathway that encourages long-term arrangements for compliant lessees.

One-time noncompetitive extensions for park business leases

Current National Park lessees under 36 CFR part 18 would be able to receive one extension without new bidding. The lease would need to be at least 5 years old. The lessee would need to be in compliance. The extension would need to fit the park unit’s purposes. After one noncompetitive extension, any further renewal would require competitive bids. The total lease term would still have to meet Part 18 limits in effect on January 3, 2025. Interior would update Part 18 within 90 days of enactment.
