Limiting Extremist Travel to the United Nations Act

Sponsored By: Representative Steube, W. Gregory [R-FL-17]

Introduced

Summary

Limit movement of certain foreign officials attending U.N. meetings in New York. The bill would require the Secretary of State to confine Iranian officials and those tied to Foreign Terrorist Organizations to tightly defined travel paths, limit visa validity to one day before or after General Assembly meetings, and keep officials of U.N. organizations the United States is not a member of within a 25-mile radius and off nearby college campuses.

Visas for these officials would be valid for no more than one day before or one day after General Assembly meetings.
  • Officials of U.N. organizations to which the United States is not a member would be limited to a 25-mile radius around U.N. Headquarters and barred from being present at any institute of higher education within that radius.
  • U.S. citizens and lawful permanent residents would not be subject to these restrictions.

Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 1 costs, 0 mixed.

U.S. citizens and residents excluded

If enacted, these travel limits would not apply to U.S. citizens or lawful permanent residents. The rules would target foreign officials, not citizens or green card holders.

Restricted movement for certain UN officials

If enacted, the State Department would strictly limit movement for some foreign officials during UN meetings in New York. Covered groups include Iranian officials and officials tied to designated terrorist groups. They could only use the closest route between JFK, Newark, or Teterboro and UN Headquarters. They could only use the closest route between the UN and their hotel or UN mission. For the General Assembly, visas could be valid only one day before it starts and one day after it ends. Officials of UN bodies where the U.S. is not a member would be confined to a 25-mile radius of UN Headquarters. They also could not be at any college within that radius. State or DHS could allow the next-closest route if the closest route is unsafe or closed.
