Plan to protect encryption from quantum
If enacted, this bill would require a federal subcommittee to deliver an initial report within one year. It would compare U.S. progress with other countries on quantum computers and on post-quantum security. It would name the most at-risk sectors and lay out a plan. The plan would include agency coordination, information sharing, public-private partnerships, pilot projects, technical help, and cyber hygiene guidance. The subcommittee would set guidelines for what counts as a cryptographically relevant quantum computer. That means a machine that can break encryption a normal computer cannot. Follow-up reports would come one year after the first and then every year for four years. Reports could be classified or unclassified. The bill would also point agencies to existing legal definitions for key terms.
