KOTEL Act
Sponsored By: Representative Lawler, Michael [R-NY-17]
Introduced
Summary
Removes the federal ban on using U.S. funds to acquire, develop, or build sites in Israel, Jerusalem, or the West Bank. By repealing Section 414 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986 (22 U.S.C. 4862), the bill would permit site acquisition, development, or construction in those areas to be funded if later appropriations or authorizations provide money. The bill would not itself provide funding, create new programs, or set funding levels and leaves any spending decisions to subsequent laws and budget actions.

Allow federal funds for Israel projects
The bill would repeal a rule that blocks federal money from buying land or building facilities in Israel, Jerusalem, or the West Bank. If enacted, agencies and eligible grantees could seek funds for site purchase, development, or construction there. It would not create new money; Congress would still need to approve any funding. The change would take effect upon enactment.
