Bill Overview

Analyzed Economic Effects

2 provisions identified: 2 benefits, 0 costs, 0 mixed.

Rehire separated FEMA workers in 30 days

If enacted, FEMA would have to rehire certain workers within 30 days after enactment. Anyone involuntarily separated from a FEMA job between January 20, 2025 and the enactment date could choose to return. FEMA would use available funds to do this and would have clear authority even if other rules conflict.

Restart and protect FEMA flood grants

If enacted, FEMA would have to immediately restart the Building Resilient Infrastructure and Communities program and the Flood Mitigation Assistance program. FEMA would carry out already funded projects and keep other extreme‑weather programs running where money has been appropriated. FEMA would be blocked from changing congressionally mandated programs in ways that reduce public access to extreme‑weather help.
