Show full summary
  • Commuters and families: Could see lower tolls if the study finds that state ownership or other federal actions would reduce prices.
  • State governments: Would be the intended recipients if purchases are found feasible, creating a possible pathway for States to take ownership of private toll facilities.
  • Private owners and regulators: Private toll-road owners would face a federal investigation for price gouging or unfair pricing, and any findings could be referred to the Attorney General and the Federal Trade Commission. The Secretary would report investigation results, the purchase feasibility study, and recommendations to Congress within 1 year.

Investigation of private toll road prices

If enacted, the Department of Transportation would investigate how privately owned toll roads set prices, including price gouging and unfair practices. If evidence is found, cases would be sent to the U.S. Attorney General and the Federal Trade Commission. The Department would also study whether the federal government could buy private toll roads and transfer them to the State, and what that would cost and require. The study would look at whether State ownership could lower tolls and other federal steps to cut commuter costs. A report to Congress with findings and recommendations would be due within 1 year after enactment.
