Greyhound Protection Act of 2025

Sponsored By: Representative Carbajal, Salud O. [D-CA-24]

In Committee

Summary

Ban commercial greyhound racing in interstate and foreign commerce and bar live lure training and open-field coursing that use live bait. This bill would criminalize interstate wagering, simulcast betting, and the sale or transport of greyhounds for those activities and would add "hare" to the Animal Welfare Act.

Show full summary
  • Greyhounds and bait animals: Makes it unlawful to engage in commercial greyhound racing, live lure training, or open field coursing when a greyhound is moved in interstate or foreign commerce. Applies to conduct on or after October 1, 2027.
  • Owners, trainers, and transporters: Makes knowingly selling, buying, possessing, training, transporting, delivering, or receiving a greyhound for these purposes a federal crime punishable by fines or up to 7 years in prison.
  • Betting, racetracks, and platforms: Prohibits conducting racing meetings where wagering occurs and bars simulcast transmissions and interstate wagering tied to greyhound races.
  • Enforcement: Gives the Agriculture Secretary authority to investigate suspected violations and to obtain assistance from the FBI, the Department of the Treasury, and other federal, state, and local agencies.
  • States and related law: States may still enforce their own anti-gambling and animal protection laws, and the bill does not alter federal horse-racing law under the Interstate Horseracing Act.

Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 2 costs, 0 mixed.

States keep gambling and animal laws

If enacted, the bill would not override State laws that ban gambling or protect animal welfare. It would not change how the federal horse-racing law interacts with other federal laws. States could keep stronger protections for animals or stricter gambling rules than the federal section provides.

Federal penalties and enforcement for racing

If enacted, the bill would make violating the bans a federal crime. A person could be fined, imprisoned for up to 7 years, or both for each violation. The Secretary could investigate suspected violations and get help from the FBI, the Treasury Department, and state and local agencies. These rules would apply to conduct on or after October 1, 2027.

Ban on interstate commercial greyhound racing

If enacted, the bill would ban a wide range of commercial greyhound racing activities that cross state or national lines. It would bar races with any betting, simulcast wagering, live-lure training, and open field coursing that uses live animals. The bill would also ban selling, buying, transporting, training, or possessing greyhounds for those commercial racing purposes. It would define "commercial greyhound racing" and "simulcast" and add the word "hare" to the Animal Welfare Act.
