American Decade of Sports Act

Sponsored By: Representative Kamlager-Dove, Sydney [D-CA-37]

In Committee

Summary

Sports diplomacy would create a government-wide framework that uses major international sporting events hosted in the United States from 2024 through 2034 to boost U.S. diplomatic reach and commercial ties. It would require the State Department to write two five-year strategies, rename and staff an Office of Sports Diplomacy, and coordinate visas, partners, and public outreach.

  • State Department staff and diplomats: It would require an initial 5-year strategy within 120 days and a subsequent 5-year strategy later. Each plan must set objectives, metrics, resource needs, and secure at least 3 additional full-time staff through 2034.
  • Athletes, international visitors, and event personnel: The strategy must include steps to speed and secure visas and reduce appointment wait times for attendees and support staff.
  • Host cities, diaspora communities, creatives, and private sector partners: The plan would make them formal partners in outreach to showcase U.S. culture, boost trade and tourism, and build new diplomatic ties around events from 2024 to 2034.

State Office for Sports Diplomacy

This bill would create a new Office of Sports Diplomacy inside the State Department and require it to report to the Deputy Assistant Secretary for Professional and Cultural Exchanges. The Secretary would rename the sports diplomacy division as that Office within 90 days of enactment and add at least 3 full-time staff within 180 days. The Assistant Secretary would have to deliver an initial 5-year sports diplomacy strategy to Congress within 120 days and a follow-up 5-year plan five years later. Each plan would be posted publicly (within 180 days) and must include goals, partnership plans, internal coordination steps, visa-processing improvements for athletes and visitors, and resource needs. The Department would also provide implementation reports and updates every 180 days and annual progress reports through December 31, 2034. The law would apply to major U.S.-hosted events from 2024 to 2034, including the 2024 Copa America; 2025 Club World Cup; 2026 FIFA World Cup; 2028 Summer Olympics and Paralympics; 2031 Men’s Rugby World Cup; 2033 Women’s Rugby World Cup; and 2034 Winter Olympics and Paralympics.
