Reimburse states for migrant detention costs

This bill would create a DHS grant to pay back States and local governments for migrant detention costs. It would cover only costs at detention facilities on or after January 20, 2025. States and local governments would need to apply to DHS in the form and time the Secretary sets. To fund it, DHS would transfer unused balances from FEMA’s Shelter and Services Program and merge them into DHS accounts for this program. Within 90 days after enactment, DHS would send Congress a plan to quickly build new detention facilities, list Federal or State properties that could be used, and flag accounts that could be repurposed.
