New specialty crop market grants

If enacted, the bill would create a USDA grant program to grow the domestic market for U.S.-grown specialty crops. Congress would be authorized to appropriate $75 million for each fiscal year starting in fiscal year 2026. Eligible groups would include agricultural trade groups, cooperatives, State agencies, some private organizations, and specialty crop marketing-order groups. Recipients would need to submit a marketing plan and provide non-Federal matching funds of at least 25 percent (matching may include in-kind). The Department would monitor and evaluate grants starting within 15 months, could require independent audits, and could terminate grants for noncompliance. Grant funds could not be used to help for-profit firms promote foreign-grown products, and large for-profits would generally be ineligible.
