- Workers at public shipyards would be insulated from those fiscal and administrative reductions. The law lists trades and roles included such as welders, pipefitters, shipfitters, radiological technicians, engineers and engineering technicians, mechanics, painters and blasters, apprentices, and positions supporting nuclear maintenance and refueling and the Shipyard Infrastructure Optimization Program.
- Positions that support workforce development pipelines and infrastructure maintenance would also be protected to help keep training and facility work staffed.
- The Secretary of Defense would still retain authority to manage the Department of Defense workforce for cases of misconduct or poor performance under existing procedures.

Protect shipyard jobs from hiring freezes
This bill would shield jobs at public shipyards from hiring freezes or layoffs tied to spending cuts, fund reprogramming, or probationary status. It would apply to welders, pipefitters, shipfitters, engineers and techs, mechanics, painters and blasters, radiological staff, and apprentices. It would also cover roles that support nuclear maintenance and refueling, shipyard infrastructure, workforce pipelines, and the Shipyard Infrastructure Optimization Program, plus other shipyard positions. DoD could still remove or discipline workers for misconduct or poor performance under current rules.
