Union Participation for All Act
Sponsored By: Representative Lee, Summer L. [D-PA-12]
Introduced
Summary
Removes the federal ban on certain people holding union office. This bill would repeal Section 504 of the Labor‑Management Reporting and Disclosure Act of 1959, which currently bars specified persons from holding offices in labor organizations, allowing those individuals to serve in union leadership where allowed by other governing law. The bill also would make a conforming amendment to Section 401(e) by removing its cross‑reference to the repealed Section 504.

More people could lead unions
If enacted, this bill would remove the federal ban that blocks some people from holding union office. It would also strike a cross-reference in the union election rules. Unions could seat candidates who were previously barred, subject to their own rules and other laws. There are no new programs, funding, or enforcement changes in this text. Changes would take effect upon enactment.
