Summary
Relocating Executive agency headquarters out of the Washington metropolitan area is the bill’s central goal. It would set rules to block new headquarters activity in the D.C. region and create a competitive process for States and localities to win relocations.

Move agency headquarters out of Washington
This bill would bar most federal agency headquarters from the Washington, DC area. Agencies already there on the enactment date could stay, but no major new construction, lease renewals, or new leases would be allowed unless another law says so. Within 1 year, GSA would set up a public, competitive process to pick new locations. Any State or local government could apply (including parts of MD and VA outside the defined metro area). GSA would consult the agency and pick based on jobs and economic impact, workforce, local expertise tied to the agency’s mission, and national security. An agency or GSA could start a relocation bid. The bill excludes certain entities, including the Executive Office of the President; Defense (including DIA, NSA, and NGA); Energy; Homeland Security; State; ODNI; and CIA. “Headquarters” means an agency’s main administrative center; a separate office for the agency head in DC would not count. The “Washington metro area” would mean DC; Montgomery and Prince George’s (MD); and Arlington, Fairfax, Loudoun, Prince William, and the City of Alexandria (VA).
Agency moves use existing funds
This bill would not add new money for relocations. GSA would have to use funds it already has. It could also use money from selling federal buildings or land to help pay for moves.
