Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

Reopens EPA noise office with grants

If enacted, EPA would reopen its noise office. The office would study health impacts and track noise around highways, rail, and airports. It could fund state and local programs and gear through grants and technical help. The bill would authorize $25 million each year for FY2026–FY2030 to support this work. EPA would create regional help centers and public education and training, including training to use equipment and carry out noise plans. EPA would hire independent experts to study aircraft noise and send Congress a report with recommendations within two years.

Repeals older 1970 noise law

If enacted, the 1970 Noise Pollution and Abatement Act would be repealed. This would remove the old law’s authorities. The real impact would depend on how the new EPA noise programs and funding replace those older parts.
