Introduced

Show full summary
  • District of Columbia residents could see federal authority over the Metropolitan Police Department continue in 30-day increments when the President certifies ongoing emergency conditions. It would apply only to emergencies under Section 740 that are in effect on or after enactment.
  • The President would gain an explicit mechanism to extend the emergency period by additional 30-day periods by providing a written explanation of why the special emergency conditions persist.
  • Congress would get a formal notice role because the President must send a written notification to the Chairman and ranking minority member of the House Committee on Oversight and Government Reform and to the Chairman and ranking minority member of the Senate Committee on Homeland Security and Governmental Affairs.

Longer emergency control over DC police

This bill would let the President extend federal services and authority over DC’s police in extra 30-day periods. Each extension would require a written notice explaining why "special conditions of an emergency nature" still exist. The notice would go to the Chairman and ranking minority member of the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs. It would only apply when an emergency under section 740 is active on or after the date of enactment. DC residents, public workers, and businesses could see emergency services continue while those conditions last.
